INAEC PRB Visit

The PRB of Aeronautical Engineering together with staff from the Professional Regulation Commission (PRC) conducted its first ocular visit to an aviation firm for this year. The Ocular Inspection Team led by Hon. Ernesto Ferreras Jr. made an inspection to INAEC Aviation Corporation at the General Aviation Area, NAIA on March 29, 2019. The Team also consisted of Hon. Redentor Malia, PRB Member and Ms. Ma. Kristina Dabi, Representative of PRC-NCR.

INAEC personnel, led by Engr. Constantine Cano and Engr. Edgardo Aguilar II, welcomed the PRC Inspection Team. Engr. Cano is Head, Quality & Safety while Engr. Aguilar is a consultant of INAEC.
Briefing & discussion points
The Team conducted a briefing and discussion with INAEC aero engineers regarding compliance with P.D. 1570 (Philippine Aeronautical Engineering Decree), R.A. 10912 (Continuing Professional Development Act of 2016) and R.A. 8981 (PRC Modernization Act of 2000).

An Executive Summary which consists of a checklist of compliance, among others, was prepared and submitted to the INAEC Team. It also listed the observations and findings of the Inspection Team, together with its recommendation and timeline for compliance.

INAEC (Iloilo-Negros Air Express Company) was founded in 1932 by Don Eugenio Lopez, Sr. as the first airline to operate in the country. After World War II, INAEC was rebuilt as Far East Asia Transport, Inc. (FEATI) in 1947, and sold and later was merged with other companies to become Philippine Airlines (PAL). Then in 1993, INAEC was reborn as INAEC Aviation Corporation to cater to air transport requirements of the Lopez Group of Companies. In 2001, it began business as an air charter operator offering air services to third parties, both domestic and international.

Ocular Visits to SIAEP and HAU...

The PRC through the PRB of Aeronautical Engineering conducted ocular visits to Singapore Airlines Engineering Philippines (SIAEP) and Holy Angel University (HAU) last November 27, 2018. The Visiting Team consisted of Hon. Ernesto Ferreras Jr., PRB chairman, Hon. Redentor Malia, PRB member and Ms. Dolores Abitan, PRC Region III staff.

In the morning, the Team visited SIAEP, where Mr. Rene Banzon, SIAEP deputy general manager, together with Engrs. Ramon von Possel Jr., Head of Technical Training, and Ernesto Reaso Jr., Senior Technical Services Engineer II, welcomed the Team to his office where the briefing took place. In the afternoon, the Team went to HAU and was welcomed by Dr. Jay Jack Manzano, HAU's Dean of the School of Engineering & Architecture and Engr. Richard Olipas, Head of the Aero Engineering department. The purpose of the visit was to determine compliance by SIAEP and HAU of PD 1570, RA 10916 (the CPD Law) and RA 8981 (the PRC Modernization Act).

Determination of compliance to PD 1570 was based on specific sections of the basic law, to wit: practice of aero engineering (Sec. 27); posting of certificates of registration (Sec. 26); the use and possession of official dry seals (Sec. 25); registered aero engineers to become and maintain membership in good standing in the AIPO (SAEP) (Sec. 23); and the employment of foreign nationals working as or doing the function of aero engineers and their special/temporary permits (Sec. 21). Furthermore, as for HAU, number and qualifications of faculty members teaching aero engineering subjects and the new curriculum based on CHED Memo No. 93-2017 were discussed.

Compliance to RA 10916 on CPD is requirement for the renewal of professional IDs by earning adequate credit units while RA 8981, among others, specifies procedures for the application and granting of special/temporary permits to foreign nationals working as professionals in the country.

The Team found out during the working visits that there is a need to post the certificates of registration of aero engineers employed in a conspicuous area and to obtain and use professional dry seals in documents where required.

It is worth mentioning that Holy Angel University's Aero Engineering Department is conducting advance research on the use of rockets for commercial/industrial applications.
